Overview

Kitsap County is seeking a Capital Development & Delivery Manager to lead its Capital Facilities Division within Public Works. This role requires a seasoned professional to oversee project management and construction teams while tackling complex infrastructure projects that enhance public service in Kitsap County.

Key responsibilities

  • Provide oversight for planning, management, and completion of capital projects
  • Coordinate with County Departments, Elected Offices, and State agencies
  • Solve engineering and infrastructure challenges
  • Lead and develop a professional and technical staff
  • Plan and implement strategic objectives aligned with County goals
  • Execute sound business practices and measure performance metrics
  • Create a positive work environment through strong internal and external partnerships
  • Recommend asset management practices to optimize capital investments
  • Establish project controls, contracts management, and procurement

Required skills

  • Bachelor's Degree in Civil Engineering or related field
  • WA State Professional Engineer (PE) license or in process
  • Eight years of experience in engineering design and construction
  • Three years of supervisory or management experience
  • Ten years of relevant engineering and design experience preferred
  • Master's Degree preferred
