Overview

TLS Management Inc is looking for an experienced Residential Building Project Manager to oversee the delivery of an Energy Savings Performance Contract at U.S. Department of Veterans Affairs facilities in Little Rock, Arkansas. This role involves managing all phases of project execution while ensuring compliance with federal contract requirements and VA facility standards.

Key responsibilities

  • Manage all phases of Energy Savings Performance Contract (ESPC) including design development and project delivery.
  • Develop and maintain detailed project schedules, budgets, and status reports.
  • Coordinate with VA project managers and facility managers for project alignment.
  • Oversee on-site teams and subcontractors to ensure quality and schedule compliance.
  • Ensure all project activities comply with Federal Acquisition Regulations (FAR) and VA policies.
  • Serve as the primary onsite point of contact for stakeholders.
  • Prepare and present project reports and schedules for internal and external stakeholders.
  • Coordinate technical aspects with energy engineers and subcontractors.

Required skills

  • Bachelor's degree in Engineering, Construction Management, Business Administration, or related field
  • Minimum 5 years of project management experience in federal or large commercial construction projects
  • Experience managing energy projects, ESPCs, or UESC contracts in a federal environment
  • Familiarity with Department of Veterans Affairs or DOD facility requirements
  • Strong proficiency in MS Project, Primavera P6, or equivalent scheduling software
  • Excellent written and verbal communication skills
