Overview

TLS Management Inc is looking for an experienced Real Estate Development Project Manager to oversee an Energy Savings Performance Contract at U.S. Department of Veterans Affairs facilities in Little Rock, Arkansas. The role involves managing all phases of project execution, ensuring compliance with federal contract requirements, and striving for energy-efficient improvements in the infrastructure.

Key responsibilities

  • Manage all phases of Energy Savings Performance Contract (ESPC) including investment-grade audit, design development, and project delivery.
  • Develop and maintain detailed project schedules, budgets, and status reports.
  • Coordinate with VA project manager and engineering staff to ensure alignment with VA standards.
  • Oversee subcontractors and field teams for quality, safety, and schedule compliance.
  • Ensure compliance with Federal Acquisition Regulations and VA procurement policies.
  • Serve as primary onsite point of contact for the VA's project manager.
  • Participate in project status meetings and prepare project reports for stakeholders.
  • Coordinate with energy engineers and subcontractors on system designs and document compliance.

Required skills

  • Bachelor's degree in Engineering, Construction Management, Business Administration, or related field.
  • Minimum 5 years of project management experience on federal or large commercial construction projects.
  • Experience managing energy projects, ESPCs, or UESC contracts in a federal environment.
  • Familiarity with Department of Veterans Affairs or DOD facility requirements.
  • Proficiency in MS Project, Primavera P6, or equivalent scheduling software.
  • Excellent written and verbal communication skills.
  • PMP certification (preferred) and knowledge of Operation and Maintenance and M&V verifications.
