Overview

TLS Management Inc is looking for an experienced Project Manager to oversee the delivery of an Energy Savings Performance Contract (ESPC) for U.S. Department of Veterans Affairs facilities in Little Rock, Arkansas. The role involves managing various phases of project execution, ensuring compliance with federal standards and coordinating efforts with multiple stakeholders to enhance energy efficiency and operational savings.

Key responsibilities

  • Manage all phases of ESPC including investment-grade audit, design development, and project delivery.
  • Develop and maintain detailed project schedules, budgets, and status reports.
  • Coordinate with VA project managers and facility managers to ensure project alignment with VA standards.
  • Oversee construction teams and subcontractors ensuring quality, safety, and compliance.
  • Ensure all activities comply with Federal Acquisition Regulations and ESPC guidelines.
  • Serve as primary onsite point of contact for project stakeholders.
  • Prepare and present project reports and financial summaries.
  • Identify and communicate project risks and mitigation strategies.
  • Coordinate technical aspects with energy engineers and subcontractors.

Required skills

  • Bachelor's degree in Engineering, Construction Management, Business Administration, or related field.
  • Minimum 5 years of project management experience in federal or large commercial construction.
  • Experience managing energy projects, ESPCs, or UESC contracts.
  • Familiarity with Department of Veterans Affairs or DOD facility requirements.
  • Strong proficiency in MS Project, Primavera P6, or equivalent scheduling software.
  • Excellent written and verbal communication skills.
  • PMP certification from PMI (preferred).
  • Certified Energy Manager (CEM) or LEED AP credential (preferred).
  • Knowledge of O&M and M&V Verifications (preferred).
