Overview

TLS Management Inc is looking for an experienced Project Manager to oversee and lead an Energy Savings Performance Contract (ESPC) for U.S. Department of Veterans Affairs (VA) facilities in Little Rock, Arkansas. The role involves managing all phases of project execution while ensuring compliance with federal requirements and VA standards, emphasizing energy-efficient improvements for their infrastructure.

Key responsibilities

  • Manage all phases of ESPC including design development, construction, commissioning, and monitoring.
  • Develop and maintain detailed project schedules, budgets, and status reports.
  • Coordinate with VA project managers and facility staff to align project goals with VA standards.
  • Oversee subcontractors and field teams to ensure quality, safety, and compliance.
  • Ensure compliance with Federal Acquisition Regulations (FAR) and VA procurement policies.
  • Act as the primary onsite contact for stakeholders, providing project updates and financial summaries.
  • Coordinate technical efforts with energy engineers and subcontractors on system designs.

Required skills

  • Bachelor's degree in Engineering, Construction Management, Business Administration, or related field
  • Minimum 5 years of project management experience on federal or large commercial construction projects
  • Experience with energy projects, ESPCs, or UESC contracts in a federal environment
  • Familiarity with Department of Veterans Affairs or DOD facility requirements and federal contracting processes (FAR)
  • Proficiency in MS Project, Primavera P6, or equivalent scheduling software
  • Excellent written and verbal communication skills
