Overview

TLS Management Inc is looking for an experienced Construction Project Manager to oversee the delivery of an Energy Savings Performance Contract (ESPC) at U.S. Department of Veterans Affairs facilities in Little Rock, Arkansas. This role involves leading all phases of project execution while ensuring compliance with federal contract requirements and VA standards, contributing to the modernization of infrastructure and energy efficiency improvements.

Key responsibilities

  • Manage all phases of ESPC including investment-grade audits and project delivery
  • Develop and maintain project schedules, budgets, and status reports
  • Coordinate with VA project managers and facility managers
  • Manage on-site direct reports and oversee subcontractors and field teams
  • Ensure compliance with Federal Acquisition Regulations and ESPC requirements
  • Serve as the primary onsite point of contact for stakeholders
  • Prepare and present project reports and schedules
  • Coordinate with energy engineers and subcontractors on system designs
  • Support commissioning and acceptance testing of energy conservation measures

Required skills

  • Bachelor's degree in Engineering, Construction Management, Business Administration, or related field
  • Minimum 5 years of project management experience in federal or large commercial construction projects
  • Experience managing energy projects, ESPCs, or UESC contracts
  • Familiarity with Department of Veterans Affairs or DOD facility requirements
  • Strong proficiency in MS Project, Primavera P6, or equivalent
  • Excellent written and verbal communication skills
