Overview

TLS Management Inc. is looking for an experienced Commercial Construction Project Manager to oversee an Energy Savings Performance Contract (ESPC) at U.S. Department of Veterans Affairs facilities in Little Rock, Arkansas. The role involves comprehensive project execution, ensuring compliance with federal contract requirements while implementing significant energy conservation measures including HVAC upgrades and emergency power enhancements.

Key responsibilities

  • Manage all phases of ESPC from pre-construction to closeout.
  • Develop and maintain project schedules, budgets, and reports.
  • Coordinate with VA project managers and facility staff to ensure project alignment.
  • Oversee direct reports including construction superintendents and subcontractors.
  • Ensure compliance with Federal Acquisition Regulations and VA procurement policies.
  • Serve as primary onsite contact for stakeholders and communicate project risks and updates.
  • Review and document construction documents for compliance with VA standards.
  • Support commissioning and acceptance testing of energy conservation measures.

Required skills

  • Bachelor's degree in Engineering, Construction Management, or related field.
  • Minimum 5 years of project management experience in federal or large commercial construction.
  • Experience with ESPCs or UESC contracts in a federal environment.
  • Familiarity with Department of Veterans Affairs or DOD facility requirements.
  • Proficiency in MS Project, Primavera P6, or equivalent software.
  • Strong written and verbal communication skills.
  • PMP certification is preferred.
  • Certified Energy Manager (CEM) or LEED AP credential is a plus.
