Overview

The Utility Reform Network (TURN) is seeking an experienced Staff Attorney to enhance its team, focusing on advocating for energy regulatory consumer rights primarily before the California Public Utilities Commission (CPUC). This role emphasizes the clean energy transition while addressing bill affordability and promoting racial and economic equity for residential utility customers in California.

Key responsibilities

  • Represent residential utility customers in CPUC proceedings
  • Review CPUC filings and develop case strategy
  • Draft and file legal pleadings
  • Conduct legal and policy research
  • Utilize discovery processes and manage expert consultants
  • Appear in administrative hearings and conduct witness cross-examination
  • Participate in settlement discussions and lobby CPUC decision-makers
  • Build coalitions with consumer and community groups
  • Contribute to TURN communications with summaries and reports
  • Prepare intervenor compensation requests for CPUC

Required skills

  • J.D. from an accredited law school
  • Licensed to practice law in California or another U.S. jurisdiction
  • Minimum of 2 years of regulatory litigation experience, preferably with at least 1 year before CPUC
  • Effective oral and written communication skills
  • Commitment to economic and racial justice
  • Research and creative analysis abilities
  • Ability to work independently and manage competing priorities
  • Collaborative teamwork and conflict resolution skills
  • Proficiency in computer-based applications, including Microsoft Office and Adobe
