Overview

TLS Management Inc is seeking a Site Project Manager to oversee the delivery of an Energy Savings Performance Contract (ESPC) at U.S. Department of Veterans Affairs facilities in Little Rock, Arkansas. This role involves managing all phases of project execution while ensuring compliance with federal contract requirements and VA facility standards during the implementation of energy conservation measures.

Key responsibilities

  • Manage all phases of ESPC including preconstruction, construction, commissioning, and ongoing monitoring and verification.
  • Develop and maintain detailed project schedules, budgets, and status reports.
  • Coordinate with VA project managers and facility managers to ensure project alignment with VA standards.
  • Oversee on-site teams and subcontractors, ensuring quality, safety, and schedule compliance.
  • Ensure compliance with Federal Acquisition Regulations and VA procurement policies.
  • Serve as the primary onsite point of contact for VA's project manager and contracting officer.
  • Prepare and present project reports, schedules, and financial summaries for stakeholders.
  • Coordinate with engineers, commissioning agents, and subcontractors on system designs.
  • Support commissioning and acceptance testing of installed energy conservation measures.

Required skills

  • Bachelor's degree in Engineering, Construction Management, Business Administration, or a related field.
  • Minimum 5 years of project management experience on federal or large commercial construction projects.
  • Experience managing energy projects, ESPCs, or UESC contracts in a federal environment.
  • Familiarity with VA or DOD facility requirements and federal contracting processes (FAR).
  • Proficiency in MS Project, Primavera P6, or equivalent scheduling software.
  • Excellent written and verbal communication skills.
