Position SummaryThe Safety Manager is responsible for developing, implementing, and overseeing comprehensive safety programs for a company engaged in the sale, storage, transportation, and handling of petroleum products, propane, lubricants, and the manufacturing and repair of hazardous materials (hazmat) tanker trailers. This role ensures regulatory compliance, promotes a culture of safety, and minimizes risk to employees, customers, the public, and the environment. Key ResponsibilitiesSafety Program Management• Develop, implement, and continuously improve company-wide safety policies and procedures.• Lead safety initiatives across bulk fuel operations, propane handling, lubricant distribution, and trailer manufacturing/repair shops.• Promote a proactive safety culture through training, communication, and leadership engagement.Regulatory Compliance & Industry Expertise• Maintain in-depth working knowledge of all governing regulatory standards and compliance requirements related to: o Propane storage, handling, and distribution (including NFPA standards such as NFPA 58)o Underground Storage Tanks (UST) regulations and complianceo CETP (Certified Employee Training Program) requirements and training standardso Daily operational safety practices across fuel, propane, and shop environmentso Incident investigation, reporting, and corrective action processes• Ensure compliance with all applicable regulations, including but not limited to: o OSHA (Occupational Safety and Health Administration)o DOT (Department of Transportation)o FMCSA (Federal Motor Carrier Safety Administration)o PHMSA (Pipeline and Hazardous Materials Safety Administration)o EPA (Environmental Protection Agency)o NFPA (National Fire Protection Association)• Serve as the company subject matter expert (SME) on regulatory interpretation and implementation.• Manage audits, inspections, and reporting requirements.Hazardous Materials & Transportation Safety• Oversee safe handling, storage, and transportation of petroleum, propane, and lubricants.• Ensure compliance with hazmat regulations for packaging, labeling, shipping, and documentation.• Manage driver safety programs including Hours of Service (HOS), vehicle inspections, and driver qualification files.Manufacturing & Shop Safety• Develop safety protocols for welding, fabrication, pressure vessel work, and tanker repair activities.• Monitor confined space entry, hot work, lockout/tagout (LOTO), and fall protection programs.• Ensure shop equipment is maintained and operated safely.Training & Development• Design and deliver safety training programs, including CETP-related training and certification tracking.• Conduct new hire orientation and ongoing refresher training.• Maintain training records and certifications.Incident Investigation & Risk Management• Lead thorough investigations of accidents, near-misses, and safety violations.• Apply structured root cause analysis methodologies.• Ensure proper documentation and regulatory reporting requirements are met.• Track safety metrics and trends to reduce incidents and improve operational performance.Emergency Preparedness• Develop and maintain emergency response plans for spills, fires, and hazardous releases.• Coordinate drills and exercises.• Serve as primary contact for emergency response agencies.Environmental Health & Safety (EHS)• Oversee spill prevention, control, and countermeasure (SPCC) plans.• Ensure proper waste handling and environmental compliance.• Monitor air, water, and soil protection measures.Leadership & Communication• Collaborate with leadership, operations, and maintenance teams to integrate safety into daily activities.• Conduct regular site inspections and safety meetings.• Serve as a trusted advisor on all safety and compliance-related matters.
