Job Description

Overview

The Procurement Specialist II/III at Fairfax Water is responsible for managing the procurement of goods and non-professional services, with an emphasis on contract management activities. This role requires independent work and collaboration across various departments to ensure compliance with procurement policies, primarily under the Virginia Public Procurement Act.

Key responsibilities

  • Manage competitive procurement processes in compliance with the Virginia Public Procurement Act.
  • Oversee strategic sourcing through various procurement methods.
  • Assist requisitioners in developing specifications and scopes of work for solicitations.
  • Conduct pre-bid and pre-proposal conferences.
  • Evaluate bids and proposals for compliance with solicitation requirements.
  • Prepare agreements with applicable terms and conditions for purchases.
  • Negotiate contract changes with contractors.
  • Perform contract administration functions and initiate corrective actions.
  • Prepare procurement-related materials and reports for Executive Management.
  • Deliver internal Procurement training as assigned.

Required skills

  • Bachelor's Degree in Business Administration or related field
  • At least three years of experience in complex procurements
  • Certified Professional Public Buyer (CPPB) or Certified Public Procurement Officer (CPPO) or ability to obtain certifica
  • Knowledge of Virginia Public Procurement Act and procurement best practices
  • Experience in state or local government procurement and contract administration
  • Exceptional written and verbal communication skills
  • Experience in SAP Ariba Supplier Lifecycle Performance and Contract Management
  • Proficient in MS Office, especially Teams, Word, and Excel
