This position will manage full-cycle payroll for field and office employees across Oregon, Washington, and California while supporting certified payroll, prevailing wage compliance, and general HR administration. Job Description The Payroll Specialist/HR Assistant will be responsible for weekly, monthly, and off-cycle payroll processing using Acumatica. A significant portion of the company's work involves publicly funded construction projects, making certified payroll and prevailing wage knowledge an important part of this position. The ideal candidate is highly detail-oriented, tech savvy, comfortable working within strict weekly deadlines, and experienced in a fast-paced payroll environment. Construction payroll experience and familiarity with prevailing wage requirements are strongly preferred. ResponsibilitiesProcess weekly, monthly, and off-cycle payroll in Acumatica for field and office employees.Perform multi-state wage and hour calculations for employees in Oregon, Washington, and California.Import and audit timekeeping data from Trabea, verifying job codes, work classifications, and daily hours before payroll is finalized.Prepare weekly certified payroll reports for public works projects, including WH-347 forms.Submit certified payroll through LCPtracker and other owner-designated reporting portals.Enter certified payroll information into Washington State L&I, California DIR, and Oregon BOLI systems as required.Apply prevailing wage rate determinations according to project, classification, and county.Calculate cash in lieu of fringes and applicable shift or zone differentials.Reconcile payroll to the general ledger and job costing in Acumatica.Research and resolve discrepancies in labor cost postings.Prepare and support multi-state payroll tax filings and deposits, including federal requirements.Maintain organized payroll documentation and assist with payroll tax and prevailing wage audits.Maintain employee records and payroll master data.Process new hires, terminations, wage changes, classification changes, garnishments, deductions, and benefit elections.Collect and track certified payroll and compliance documentation from lower-tier subcontractors.Support employee onboarding, I-9 verification, benefits enrollment, and employment verifications.Respond to employee questions regarding payroll and benefits.Maintain confidentiality of employee, payroll, and compensation information.Perform additional payroll, compliance, and HR duties as assigned by the HR and Payroll Manager.Experience & QualificationsMinimum of 2 years of full-cycle payroll processing experience required.Experience with certified payroll and/or prevailing wage requirements strongly preferred.Construction industry experience strongly preferred.Knowledge of Davis-Bacon or state prevailing wage programs preferred.Experience working with weekly payroll and strict reporting deadlines.Experience with LCPtracker, California DIR eCPR, Oregon BOLI reporting, and/or Washington State L&I Intents, Affidavits, and Certified Payroll Reporting is highly desirable.Previous experience using an ERP or payroll system of record required.Acumatica experience is a plus but not required.Proficiency with Microsoft Excel.Strong attention to detail and ability to identify payroll discrepancies.Tech savvy and comfortable learning new systems and processes remotely through Microsoft Teams.Ability to manage a busy payroll schedule while meeting non-negotiable deadlines.Strong organizational and documentation skills.Ability to handle confidential employee and compensation information professionally.Work Schedule Monday: 7:30 AM - 4:30 PM Tuesday: 7:30 AM - 4
