Overview

The City of Lake Stevens is seeking a Human Resources Manager to oversee daily operations of key HR functions within the Human Resources Department. Under the direction of the HR Director, this role involves leading professional HR staff, ensuring compliance with laws and policies, and advancing the city's HR strategic priorities. The position emphasizes modernization, continuous improvement, and maintaining a culture of teamwork and service excellence.

Key responsibilities

  • Plans, coordinates, and oversees daily operations of HR functional areas
  • Develops and maintains efficient HR processes and workflows
  • Manages key department programs, committees, and initiatives
  • Develops and recommends HR policy updates
  • Prepares metrics, reports, and analyses for leadership
  • Supervises professional and technical HR staff
  • Advises employees and leadership on policies and labor agreements
  • Develops labor strategies and supports collective bargaining
  • Manages department technology systems for accuracy and efficiency
  • Assists in budget administration and expenditure tracking
  • Ensures compliance with employment laws and regulations
  • Promotes safety and organizational readiness initiatives
