Alameda County Health, Housing and Homelessness Services, is recruiting for a provisional appointment: HOMELESSNESS PREVENTION MANAGER (SUPERVISING PROGRAM SPECIALIST) $114,857.60-$146,598.40 Annually Plus, excellent benefits! This is provisional recruitment. Provisional Appointments: For a provisional appointment, a civil service exam is not required. However, to obtain a regular position, the appointee will need to compete successfully in a County Exam when open. This position requires CA residency. After satisfying a training period, an Alternative Work/hybrid schedule will be offered. Formerly the Office of Homeless Care and Coordination (OHCC), Housing & Homelessness Services (H&H) works to improve health and housing outcomes among people experiencing homelessness. (link removed) THE POSITION This position is located in Alameda County Health Housing and Homelessness (H&H), System Access and Equity division and reports to the Director of System Access and Equity. The Supervising Program Specialist position plays a key role in advancing a countywide targeted homelessness prevention system designed to reduce homelessness in Alameda County. The position will work closely alongside their team with community-based organizations (CBOs), legal providers, and community partners to lead implementation of shared equitable homelessness prevention targeting processes, workflows, and service standards while ensuring continuity of communication, alignment of program activities, and consistent follow-through on initiatives that support the broader social safety net system. This role provides strategic leadership in the planning and oversight of programs delivered through CBOs, contractors, and County staff. It focuses on programmatic development rather than direct service delivery, with a strong emphasis on: System Planning and Oversight Stakeholder Engagement Compliance Liaison Capacity Building Care Coordination Development Strategic Thought Leadership Supplemental Personnel Coordination Distinguishing Features: This is not a direct service delivery role. It is a leadership position focused on programmatic oversight, strategic system level planning, capacity building, and external partner coordination. The position supervises the activities associated with the implementation of homelessness prevention services for Alameda County residents. Successful performance of work requires a high level of technical programmatic knowledge in prevention and homelessness services more broadly, in addition to having well-developed supervisory skills. Ideal Candidate Statement: The ideal candidate will have a strong background in leading homelessness prevention efforts or broader homelessness system coordination and supervising staff in developing and managing homelessness support programs and services ground in equity frameworks. Candidate will also have an expertise in HUD and state/local homelessness funding sources. This role requires strong skills in administration, fiscal budgeting, program monitoring, funder reporting, analysis, and narrative framing, with an ability to work independently as well as collaboratively. The ideal candidate is both organized and detail oriented, comfortable with public presentations and has sensitivity to working with people of different cultural backgrounds. The ideal candidate will stay current with best practices, be a committed advocate of Housing First, and Harm Reduction principles and have expertise in managing supportive services programs while centering equity and the voices of people with lived expertise.
