Overview

The Counsel (Operations) position at the District of Columbia Housing Finance Agency involves providing legal counsel to support the agency's operations, business decisions, and compliance with federal and local laws. The role requires managing various legal aspects, including oversight of FOIA requests, regulatory compliance, and governance matters.

Key responsibilities

  • Provide legal counsel to the Agency's Board of Directors and business units
  • Negotiate agreements and opinions to protect the Agency's interests
  • Conduct legal research and draft memoranda on regulatory and governance matters
  • Support compliance and records administration post-closing of transactions
  • Analyze and review proposed legislative amendments and regulations
  • Facilitate governmental approvals and coordinate with regulatory bodies
  • Draft and review legislative proposals related to the Agency's powers
  • Provide legal support for contract review and compliance oversight
  • Develop and update compliance-related handbooks and training programs
  • Advise on technology-related governance and privacy requirements
  • Manage FOIA requests and ensure Language Access compliance
  • Support risk management functions for Single Family and Multifamily programs
  • Assist with ethics matters and record retention requirements

Required skills

  • Juris Doctor Degree
  • Active bar membership or ability to join District of Columbia Bar
  • 3-5 years of experience in contract law, corporate law, real estate law, etc.
  • Strong legal research and writing skills
  • Excellent communication skills, both written and verbal
  • Ability to work proactively in a fast-paced environment
  • Team collaboration and project management skills
