Overview

TLS Management Inc is seeking an experienced Construction Manager to lead the execution of an Energy Savings Performance Contract at U.S. Department of Veterans Affairs facilities in Little Rock, Arkansas. The role involves overseeing project phases, ensuring compliance with federal regulations, and managing multiple subcontractors to achieve energy efficiency improvements.

Key responsibilities

  • Manage all phases of Energy Savings Performance Contract (ESPC) including audit, design development, and project delivery
  • Develop and maintain detailed project schedules, budgets, and status reports
  • Coordinate with VA project managers and facility managers for project alignment
  • Oversee subcontractors and field teams to ensure quality and safety compliance
  • Ensure all activities comply with Federal Acquisition Regulations and VA procurement policies
  • Serve as the primary contact for project status meetings and stakeholder communication
  • Prepare and present project reports and financial summaries
  • Coordinate with engineers and subcontractors on system designs for HVAC and renewable energy
  • Support commissioning and acceptance testing of installed energy conservation measures

Required skills

  • Bachelor's degree in Engineering, Construction Management, or a related field
  • Minimum 5 years of project management experience on federal or large commercial construction projects
  • Experience managing energy projects, ESPCs, or UESC contracts
  • Familiarity with Dept of Veterans Affairs requirements and federal contracting processes
  • Strong proficiency in MS Project, Primavera P6, or equivalent scheduling software
  • Excellent written and verbal communication skills
