Job Description

Overview

The Compliance Manager at the District of Columbia Housing Finance Agency is responsible for overseeing all multifamily compliance functions within the Portfolio Management division. This role ensures compliance with agreements and affordable housing requirements while managing the physical and financial monitoring of the Agency's multifamily portfolio.

Key responsibilities

  • Support Asset Managers to ensure compliance of multifamily projects and portfolio
  • Perform and implement compliance policies and procedures
  • Track compliance requirements, specifically Bonds and LIHTC
  • Conduct management and occupancy reviews of the portfolio
  • Ensure compliance with affordable housing and fair housing laws and regulations
  • Monitor construction sites for adherence to DAVIS-BACON requirements
  • Assist with preparation for MOR reviews and inspections
  • Monitor Portfolio and Asset Management deadlines and workflow
  • Handle reporting requirements and communicate with HUD and other agencies
  • Coordinate with contractors for physical inspections
  • Communicate with project owners and management companies for corrections
  • Perform additional duties as required

Required skills

  • Bachelor's Degree in Real Estate, Business, or related field
  • 5+ years of experience in asset management, property management, or affordable housing programs
  • Understanding of real estate development principles
  • Knowledge of lending laws, housing finance mechanisms, and underwriting techniques
  • Experience conducting property site visits and audits
  • Knowledge of affordable housing programs and regulations
  • Ability to perform in-depth financial analysis
  • Strong research, project management, organizational, analytical, and quantitative skills
  • Excellent verbal and written communication skills
  • Strong working knowledge of Microsoft Office Suite, especially Excel
