General Purpose Help shape Utah's clean energy future. As the Utah Community Clean Energy Program Manager, you will lead the implementation and ongoing management of an innovative, legislatively authorized program developed in partnership with Utah Renewable Communities and Rocky Mountain Power. In this highly visible role, you will coordinate across business functions, community partners, regulatory and legal teams, customer-facing organizations, and program governance bodies to deliver a seamless clean electricity option for eligible customers. You will play a key role in ensuring program success through effective administration, stakeholder engagement, compliance oversight, reporting, and continuous improvement. ResponsibilitiesLead cross-functional implementation of the Utah Community Clean Energy Program, including coordination of workstreams related to billing, customer systems, customer communications, regulatory compliance, resource procurement support, finance, accounting, legal, and reporting, ensuring alignment across stakeholders, clear accountability, and timely execution of deliverables.Maintain and manage the program implementation plan, milestones, action item matrix, issue log, risk register, and decision tracker to support timely launch and ongoing administration, providing structured governance, visibility into program health, and proactive issue escalation.Coordinate with Utah Renewable Communities, participating communities, and internal stakeholders to support ordinance implementation, program readiness, stakeholder communications, and governance requirements, building effective partnerships and ensuring alignment with regulatory and community expectations.Support development, review, approval, and execution of customer notices, opt-out materials, customer service scripts, website content, frequently asked questions, and other program communications in coordination with legal, regulatory, communications, and customer service teams ensuring clarity, consistency, and a customer-focused approach.Partner with Customer Solutions, Customer Account Management, billing, technology, and operations teams to ensure systems are configured to enroll eligible customers, track participant status, process opt-outs and opt-ins, assess approved program charges and termination fees, and support customer service workflows ensuring operational readiness, data accuracy, and compliance and program requirements.Coordinate preparation of annual and periodic program reports and support annual rate filing and regulatory review processes for the Utah Public Service Commission, Utah Renewable Communities, and other required audiences, including data collection, stakeholder review, and quality control.Monitor compliance with Utah statutes, Public Service Commission orders, approved tariff requirements, program rules, customer notice requirements, and no-cost-shift principles applicable to participants and non-participants, identifying risks and supporting regulatory adherence.Support program financial administration and reporting, including administrative reserve and resource reserve tracking, budget inputs, start-up cost tracking, program costs tracking, rate and charge coordination, reconciliation support, and coordination with accounting and finance teams.Support annual program rate filing and review with the regulator.Facilitate and participate in internal and external workgroups, prepare agendas and meeting materials, document decisions and action items, and ensure follow-through while serving as a trusted advisor to leadership and cross-functional teams.Identify operational risks, unresolved policy issues, customer impacts, stakeh
