Position: Business Analyst (Ref: 18634)Location: Salem, OR USA, 97301Salary: DOEDuration: 10 Months 4 Days - ContractOpenings: 1Deadline: 09/04/2026Description: Local Candidates Only within 50 miles HybridWe are seeking an experienced Business Analyst to join a Project Portfolio Management Office (PPMO) supporting critical modernization initiatives. In this role, you will elicit and clarify business needs, document requirements and processes, assist with solution assessment, and support user acceptance testing and implementation. You will collaborate closely with program staff, senior analysts, technical teams, and external vendors to transform complex stakeholder input into actionable delivery documentation.Key Responsibilities Business Analysis & Requirements Gathering: Facilitate interviews, workshops, and document reviews to elicit functional/non-functional requirements; translate findings into detailed process diagrams, user stories, business rules, and traceability matrices. Process Mapping & Documentation: Author and maintain current-state and future-state process flows, Standard Operating Procedures (SOPs), requirements summaries, and system documentation using standard templates. Testing & Validation Support: Develop User Acceptance Testing (UAT) test cases, participate in test execution, document test outcomes, and triage defect resolution. Training & Implementation Assistance: Contribute to end-user documentation, training materials, and train-the-trainer sessions to ensure smooth organizational adoption.Qualifications Proven experience supporting large-scale enterprise modernization or digital transformation initiatives. Strong facilitation and change management skills, including leading cross-functional stakeholder workshops and driving consensus. Working knowledge of relational databases and cloud-based data platforms, with the ability to bridge the gap between technical teams and business stakeholders. Familiarity with data governance, security, and privacy best practices. Must be located within 50 miles of Salem, OR to accommodate occasional in-office collaboration as business needs arise.Working Conditions: Location: Salem, OR Hybrid / Primarily Remote must reside within 50 miles for occasional onsite meetings Schedule: Part-Time (Tuesdays & Thursdays, 10:00 AM 4:00 PM PST 12 hours/week)Required / Desired Skills Business Analysis & Requirements Elicitation Required - 5 Years Business Process Modeling (Current / Future State Diagrams, SOPs) Required - 4 Years UAT Test Case Preparation & Execution Required - 3 Years Enterprise / Large-Scale System Modernization Required - 3 Years Workshop Facilitation & Stakeholder Management Required - 4 Years Relational / Cloud-Based Data Platforms Required - 2 Years Data Governance, Privacy & Security Standards Required - 2 Years End-User Training Material Development Required - 2 Years
